Policy Regarding the return of unearned Tuition Assistance funds to the Government
Return of Tuition Assistance: Military Tuition Assistance (TA) is awarded to a student under the assumption that the student will attend school for the entire period for which the assistance is awarded. When a student withdraws, the student may no longer be eligible for the full amount of TA funds originally awarded. To comply with the new Department of Defense policy, Appalachian State Univeristy will return any unearned TA funds on a prorate basis through at least the 60% portion of the period for which the funds were provided. TA funds are earned proportionally during an enrollment period, with unearned funds returned based upon when a student stops attending. These funds are returned to the military Service branch. Instances when a Service member stops attending due to a military service obligation, the educational institution will work with the affected Service member to identify solutions that will not result in student debt for the returned portion.
Students who participate in a military tuition assistance program who withdraw from a term are subject to a percentage of their assistance being returned to the awarding agency which at times may leave a balance owed to the University. The percentage is aligned with the return of aid ruls applicable to Federal student aid as required under section 484B of the Department of Education Title IV of the Higher Education Act. Funds will be returned to the awarding agency based on the schedule below. The exact percentage returned is based on the number of days in a term and fluctuates slightly based on the number of breaks in the term of 5 days or more including weekends.
The percentage returned to agency calulation can be unique to each term based on start and end dates as well as university breaks.
